Planet upgrades

I don't think that the second "advanced" Planet colonization techs are currently doing anything ATM, no new resources became accessible, no new tiles were useable.
As is, after the first planet colonization tech, the planet is fully functional, and the second "Advanced" tech is just a waste of resources to research.

Any one else find this to be the case?

When you research the first tech, you are able to colonize the planet and fully utilize it, but all production of improvements and ships is halved. The second tech removes that penalty.

I was also confused by that at first, but then researched the tech and figured that out. I really like the idea of it starting out as a penalty until more tech is researched. Intuitive. I might suggest that you change the text of the penalty to read "-50% Production" when you put your cursor over the hostile planet environment icon rather than having it read "50% Production" to make it more clear.
