The starbases have some really interesting features, but some get obsolete too fast.
the speed increase/speed decrease become totally uselless once the fast drives are researched because the radius of impact of the starbase is smaller than what enemy ships can cover !
could there be more modules with those effects to reduce enemy speed further or increase or speed ?
another possibility is to increase starbase radius to match the scan range ? or have separate technology to increase it.
also the increase gained from sensors increase is tiny compared to scan ships or to eyes of the universe
another area that's lacking is deffense assistance. the grid only provide +1. there should be something similar to what's done for offense.
more than 3 weapons trypes would be great too. why not separate completly all the types (lazer, disruptor, death ray...) along with appropriate matching defense ?
also they coyuld have different effects such as killing crew, disabling specific system, decreasing weapons effectiveness... going away from just hit points
along with dark avatar agents, would be cool to have pilots, technicians, etc... scanner specialist, repair engineer, weapon engineer... it would lead to a far more interesting game - master of orion used to have thoses
