Would it be possible for DA or perhaps #3 (in a few years) to implement morale that is influenced more on what is going on? For example, if there is a war going on, and you are doing well (conquering planets, destroying more then ypou are losing) you could get morale bonuses. However, if there is a war and you are losing planets, you get morale penalties.
So, if you take a class 15 world you could get a (just to toss out a number) 10% morale bonus for a month or two. For a class 5 planet, maybe a 5%. That way it reflects the populations fears or confidence in the survival of the species.
What do you all think? I would enjoy it, although it might make a losing races job more difficult to get out of.
