Yes it is possible to run some minor mods and play a MV game. However you need to alter the actual game files and you can only alter the sections that are covered by the 'ignore' header in the xml file.
To be honest this only really means you can do some visual modifications and alter the text for certain things and not radicaly alter the game for a MV game.
You cant even use Kryo's ship mod
