This is an old bug (it was in the release version).
Very noticable on the larger maps.
When you zoom in the mini-map, the game won't paint cultural borders on the whole map, only parts of it.
You have to either zoom in and zoom out or middle-click on the mouse, to get the cultural borders painted on the whole map.
