I must say I really adore this game... The politics and dimplomacy are slightly too simple for my liking, but generally the game is very close to my *ideal*.
But... Starbase and fleet managment I have found to be a real pain. In fact I think that is sort of a left over from GalCiv One. While fleets I can bear (stack, make fleet, select target) the starbases are a nuisance. I know the code probably wouldn't like to be meddled like this, and such a change is quite impossible at this level, still, wouldn';t it be hell of a lot simpler to select a starbase, mark what modules you want on it, and then select worlds responsible for the construction of constructors/ how focused they should be on building them (ex, onme constructor per two "regular" military builds)
A note about constructors here: Why can each constructor create only one module. It would be much nicer, if we could place like 3 construction modules on a ship and be able to construct 3 modules with just one ship. It takes longer to build, I know - but it would be exceptionaly useful during wars when you want to create starbases and arm them immediately. I know it is not that much problem to create a few constructor-fleet, but still...
