Okay, I know that it's not entirely necessary for all races to be balanced, being as this is a single-player game, but it's nice to have little details like that taken care of, if practical. The point of this suggestion is to make a quick and easy system for getting each race more or less balanced against the others in a future patch or in the expansion.
Race Bonuses:
--All races technically start with no logistics, but Hyperdrive gives a Logistics bonus of 5 (solves a bug)
--All main races have 20 points of abilities to work with
--Miniaturization can now be purchased, at +5% per one point (up to +25%)
--Logistics can now be purchased, at +1/1pt, +3/2pts or +5/3pts (or maybe just one per point up to five)
--The abilities list and costs are otherwise unchanged
--All main races have 10 points of abilities already chosen in the player interface, working as it currently does (a bug prevents you from increasing base bonuses, which is why the base Logistics would go into Hyperdrive)
--All main races have the full 20 points of abilities chosen already when the AI plays them
--Custom has 16 points for abilities, player may choose all 16 (not 20 because of increased efficiency and "min/maxing")
Technologies:
--All main races start with 300 points of technology
--Main races have starting techs chosen & locked in already (works that way now)
--Main race technologies need not necessarily have their prerequisites chosen, so they can have Ion Drive without paying for New Propulsion and stuff like that (works that way now)
--All main races have hyperdrive (which of course they do now)
--Custom races start with 250 points of technology (50 more than now)
--Custom races choose their own starting techs (works that way now)
--Custom races must have prerequisites chosen for all starting techs (works that way now)
Political Parties:
--All politcal parties have 5 points of abilities as bonuses (currently, only Technologists have that much)
--Party system otherwise unchanged
That all should be fairly easy to implement. The most time-consuming part would likely be deciding who gets what, but since it would be more story-related than balance-related, it should also be fairly quick. Maybe I'll post again with suggestions in a while.
