If that would've happened, we would've had
Rant phase:
- The first Civ game with an actual computer algorithm worthy of the name Artificial Intelligence
- I would've saved 10 bucks on a MP option that doesn't even work anyway (if you're behind a fixed router at least)
- Civ IV would actually have patches coming out 
- We'd have a working game before we'd hearing about an expansion
Rest:
- Settlers would have blueish pods on their backs and get back problems due to the weight.
- You could adjust the fertility rate when playing the Chinese or Indian civ.
- I could finally design my own B2 Stealth with coal engines and cool little wing on top.
- You could chose hull sizes for humans, starting with "extra large" for the American race and "small" for the Japanese one
- We'd see 3D battles of flying spearmen in space
- The space race would come before the spiritual tech instead of reversed.
- A horse would be renamed "medium hull"
