Where (What) is the stand alone update installer?

When I try to download, I get an error message "You must have updated via the standalone update installer at Galciv2.com or via Stardock Central for this content to be accessible".

Can someone help and tell me what I need to do?

I'm trying to download the Collectors Edition data (yes I have the CE).

Also, the link to the retail update takes me to the CE download page. Where can I find the retail update?
