I just started playing the campaign mode, and am a couple hours into the first mission. For some reason, the people of Protos I say that even a minor civ could better use the resources of the planet, and the approval is only at 40%. I'm not sure what the problem is, as I have the appropriate structures on the two special squares, and have otherwise pretty evenly distributed research, farms & factories. I even have a couple entertainment hubs. What else goes into their evaluation of me??
