Espionage - Destabilization

Can't figure it out. I see the Espionage option in the relations tab, but the manual talks about Destabilization and makes it sound like another option or slider. I don't see it.

Anyone?

P.S. I posted this once and can't find it. Hope I'm not double posting.

yeah its something I miss from the original game, especially since i like using information warfare invasions a lot and want their approval rating as low as possible for that. Haven't seen any option for it yet though

From what I understand it was removed from the game, although it still remains in the manual.
