What is the Function of Senators in Metaverse Empires?

Just curious... the only other person that I've currently marked as a Senator in the Empire I've created tells me it doesn't seem to have any effect (other than showing names in bigger fields at the top of the Empire listing).

What, exactly, is the feature supposed to do? Just look pretty for the people that are deemed the best players in an Empire? Or is there some function I'm not aware of?
