Back story: The pact was established before Altaria was united, before the Arceans contacted Altaria, before the star gate. It is an evil version of the Altarians. During Altarian Unification a group of one billion colonists from the Altarian Nation-State of Angor left on sub-light sleeper ships. During the first ten years of their journey they stumbled upon a temporary wormhole. It sent them to an unknown part of the galaxy where they established a colony and the Pact. Built on the ideals of enslavement and extortion, the Pact is E-V-I-L. The pact belives that they must unite the galaxy under one banner, theirs. They are incessant warmongers and belive Diplomacy is for Dummies. Their motto is "Death to Altaria"…

This is the backstory for the Play by council game. I will be posting updates and introducing characters every Quarterly Session, 12 turns. I will have voting/updating procedures similar to those of the original Play By Council, The Kushana Initiative . Still, I will post the rules/procedures below:

A summary of gameplay:

- Regular council sessions to take place every game quarter.  I'll be posting each quarterly report and any pertinent information, including the UP vote every year, at which time the council will decide the course of action.  Essentially, I'll be playing in 12 turn blocks and coming back for direction.

- Between sessions councilors are free to request additional info and entertain any discussion.  This includes calling votes and modifying directions.

- The council is comprised of those who took part in the planning discussion.  Others may request to join the council, but please read the background material and post a request before joining in.

- Council posts are being done in-character.  Any out of character comments or questions should be posted in italics to separate them.

Rules of Voting:

1) The ballot will list the issues and have a place for councilors to sign FOR a measure. If against, do not sign at all.

2) Councilors should copy the ballot from the last person who voted and add their signatures.

3) Once an official ballot is released by myself, the "ballotier", it cannot be changed. All issues will have to wait to be put onto the next ballot.

4) Once a vote is cast, it is cast.  No changing votes or editing the ballot.  Listen to arguments before voting and consider your decisions wisely.

5) To get an issue on the ballot, it should be proposed and seconded.  The exact wording/nature of the issue should be established when it is originaly posted. Any changes should be listed as ammendments.

6) Amendments/Addenda - These are separate sub-issues.  They should be discussed BEFORE the ballot is made. For example, If LordCarlos proposed a motion in which we would focus on social research then Tolmekian could propse an ammendment where some of the money devoted to social will be put towards military funding. ALL of this would have taken pace before the ballot was made.

7) I am the offical ballotier unless the council votes me out of office.

Notes: Tolmekian, LordCarlos are FOR the research plan. Tolmekian is FOR the ammendment, and LordCarlos is not.

NOTE: I CANNOT POST SCREENSHOTS, I AM PLAYING THIS ON A LAPTOP AND CANT GET SCREENSHOTS TO WORK. Please don't clutter up the forum with suggestions on how to make them work.

Boiled Targs' Foot! Its about time you got here "councilors." I am Vice Altarian Hegmon and will be adressed ONLY as Your Vice, Your Vicellency, or General Hegmon. As you know, YOU ARE LATE! So, I started directing the pact by myself. Do not be late again or you will be tortured for the rest of your natural life, and then some! And yes, I CAN AND WILL do that!   Now, here is our glactic map. We have detected transmissions from around the known galaxy, no doubt future slavelings.

Taeg's SON, councilors. I am here to offer you a perspective on our research capabilities. These are the technologies that we can use currently. I am sorry for the poor pic quality, they were taken with my digital camera. Also, I forgot to take a pic of our research capabilities, currently. If you could look at the Drengin Tech Tree It would be extremley helpful. His Vicellency also got me to research a few more technologies, among them, we have gotten to Trade and are researching Ion Drive currently. Aand now, Captain-Apoint(Similar to Commander) Maniter.

Imperial Councilors, I have just been informed that you are to be given REAL POWER!!!! This is unheard of, when did we become a democratic society??? Anyway. Here is the ballot for the current "session"

Alright, it's starting to hurt looking at this without posting.  Sorry, I wasn't intending to be the driving force here and I've been thinking about where to go with it.

 

Am I right in my understanding that we can't put the brighter slavelings to work on research until we master Diabolical Research?  In that case I suggest we work toward that goal first.  Gravity Control->Xeno Slavery->Diabolical Research.

For colonization, we need to grab up planets.  It doesn't look like there's much room here, so get 'em all!

Lastly, which of these many colors on the map represents our holdings?  I can barely make it out.  Have the technician brought in and flogged!

The darker green?  RIGHT NEXT TO THE VILE ALTARIANS?!  We need to encroach on their space to the greatest extent possible and push to the northwest to claim territory.  If we can't get the slavelings thinking, then get them working!  I want slave pits dug and spaceships built!  We won't be cornered in some galactic backwater.

Are there any others who share our philosophies?  We can look to them for assistance when the time comes, perhaps carve up the galaxy (but save the juiciest bits for ourselves!)

If I'm the only one who's going to be responding, perhaps we can just skip the formality of voting and have a friendly chat while we heap the bodies into the death furnaces?  I say take whatever I've given you as advice and go ahead.  Let's get this moving!

Agreed! By the way, we have already stolen a colony from under the dirty targs' noses!

As soon as I get a chance i will start playing the game again. Too much school work! I will probably get a quarter or two in tonight. Also, I agree with your voting post. We can start when someone elso asks to join, but until then its a discussion.

We will make the slaves dig the slave pits, isn't it just great being evil?
