This thread has been dead for a bit, but I kind of want to revisit it. Playing through the Beta of TA, I have to say: With all the new improvements to the game, the UP part stands out even more now as being sub-par. Really, it has begun to feel slapped on and not complete.
When you join the UP, there is always this feeling of being one of the minor races. You can't propose any thing to be voted on, nor even know what the issues are until you show up. I mean, do you think that world leaders show up to the UN and someone just says, "Guess what, everyone: Today, we're voting on _____." IIt would be nice if the pop-up at least said, "UP meets next week to vote on ________."
When you take in to consideration the fact that, when you start, only civs that you have met are in the UP, and late game you can totally dominate the votes...why can't you propose something to vote on? Even if, like stated above, it's just from a list of choices like in Alpha Centauri.
Also, it would be nice if other races were included through out. If any races that have made contact with each other are in the council, why do they only show up if they've met the player? It would be easy enough to have the other races that have made contact with each other to show up, but have a blank screen for their portrait. That would be both more believable, and strategic in the early game, as you try to search out and unmask hidden power players.
As always, this is just my two credits, and nit picking a minor(ish) part of an otherwise awesome game.
