In diplomacy screen you can right click on "tradable" item to see it's specs and stats - great feature.
However if you right click on the starbase (player own) it shown like it has no modules at all even if it's "fully loaded" military starbase with 15-8-15 atack and 5-5-3 defence as in my case it shown as 0 atack , 0 defence , also installed modules not shown.
So when I wanted to make a gift a militarry starbase I was very surprised that it does not have anything installed.
