I'm afraid not. There is no way to get around the cost of upgrading. If I understand your idea correctly, you want to "pay" for the upgrades with factory production, but you can only do it with credits.
Yes, I have done it as Ledzeggelin says. I've never messed around with mod folders, thought that may be another way to do it.
Calling the OP's game style choice "stupid" might be described as ... well, stupid! (No offense). I've got to agree that the present spy system is not the greatest, and I also liked the original better. Wasting a precious tile on every planet with a counter-espionage center is not my idea of an attractive solution ... especially since it does not remove the spies that are already there. I look forward to this aspect of the game being improved.
Impulse worked fine for me yesterday, the only problem being that it showed T)A as not installed ... so I just let it install it again (on top of the one I already had installed) and went to do something else for a while. Then, today, I got the update for TOA with no problem. It is a nice looking program, and I hope that the bugs are worked out quickly for those who are having problems. I agree with treborblue, the entire proceedure for upbrading starbases is way too cumbersome. For me, they are such an important part of the game that I force myself to go through the hassle, so revamping this would be a most welcome improvement to the game.
I think this is pretty low on the priority scale for "things to tidy up on" in this game. If "realism" is an issue for someone, Maudlin's exercise above works just fine.

I am getting a ton of "String Not Found" errors in TA. Yes, I uninstalled the Beta. In fact, I uninstalled *everything* back to the beginning of GC2 (including deleting everything in "My Games"), and re-installed ... a tedious task, made worse by the "infinite loop" problem in SDC that I see others ran into as well. After a couple of days of fooling around and finally getting the game all reinstalled, the "String Not Found problem is none the better. I am running Windows Vista. <

The great power of the MCC is mostly an issue for those who want to play the metaverse, with the idea that this is supposed to reflect some kind fo a balanced comparison of player's scores. I am on the verge of not playing the metaverse anymore, because I generally like to play "good," and the imbalance in the ethical alignments makes that a strong liability. As difficult as it may be for some of us to admit ... there are indeed some things that are impossible for science to overcome. In the protesting words of Star Trek's Scotty, "I cannot change the laws of physics!" Of course, once we get into *metaphysics* the rules change, but I think the OP was speaking from a purely physical point of view, in which case we need to fall back on the "fiction" part of "science fiction" for a lot of the content of the GalCiv universe. In addition to Stormkeep's good advice, you may want to try a different setup. Using the biggest map possible, set planets/habitable planets/stars to "rare." Have the maximum number of opponents and minors. Basically, everyone is going to get their capital planet and their "Mars" to start with. There will be *no* colony rush at all, and you will likely not build a colony ship the entire game. Develop your two planets wisely, and concentrate also on exploration. I have had the frustration of seeing a starbase destroyed while a guarding ship was left untouched, but not the additional frustration of having the ship morph into a starbase! I kind of like your idea of allowing ships to occupy resource squares as a matter of course. I also think that all attacks on that square should have to take out ships before engaging the starbase.
Yes, that would be wonderful. I have been glad to play many TA beta games, but I miss being able to post on the metaverse. It's not like I'm getting any spectacular super great scores on TA ... pretty much the kind of scores I get in DA ... and I'm wondering if the experience of others is the same.
I have both, and would agree with much of what has been said above. Much of this is personal preference, but from my point of view, GC2 is likely to provide you *years* of consistent play, while SOASE is more likely to provide a nice "change of pace" from time to time when you want to play a shorter game.
