Still one guestion lingers. Why do modern games tend to put stuff into the "my documents"? Seems to me bit stupid to have game files in two separate places or am I missing something? Because that is where Microsoft wants you to put them. There are certain versions of XP that do not allow non-admin users to write anywhere but there.

I had this problem till I added RAM (I had 512 MB). It went away once I had more memory.
I play lots of multiplayer games and I would absolutely not spend $20 for a multiplayer only expansion to GalCiv2. I would gladly spend that for an expansion woth more content though.

In the report window, there is also a mention of some of the techs the other races has. You obviously need to up your espionage spending. I can see every tech they have.
You could turn on TT since the AI was programmed with that in mind (turn it off makes the AI much weaker in my experience). You could also try playing with a non-Yor race since their mini-bonus makes them pretty much the strongest. Even so, the AI does some things a bit wrong (not putting enough emphasis on diplo techs for example)
Name one Firaxis game where they offered AI upgrades for free Civ4 in its patches. In addition, they even gave out a lot of the source code (including all of the AI code) to modders.
Since I likely would never play it multiplayer even if it were free, to me it should have a near zero priority.
I enjoyed MOO2, but the tactical combat was the hugest player exploit available. If you thought you would lose a battle all you needed to do was go into tactical mode to fight it out. If you wanted to lose, all you needed to do was auto-resolve it. The one truth is that if this feature were to be put in something else would have to be taken out. Wow, I get a few hundred BCs a turn late game from trade. In addition, like others have said, your trading partners are more willing to intervene on your behalf.
I wouldn't give up on Germany. They are one of the biggest buyers of strategy games out there.

2. What good is all factories? You need that shipyard.
If combat were more or less simultaneous (there are quite a few options here) then defense would shine more.
In addition if you every load a game, all unexplored anomlies seem to disappear.

I think a devaluing of techs as more races know it would be better than on/off. For example, if you are the only race that knows the tech selling it to one other gets you full price. Now that two of you know it, if either of you sell it you would get half value. Once a third knows it, it is worth only a third. The minors should be counted in this equation. You can't win by Influence if you are at war with anyone.
You aren't taking the hyperspace distrotion into account. The diagonals are shorter in hyperspace.
Try winning by conquest instead. That is what takes up a large part of my mid-games.
Don't play the campaign. I don't. I really enjoy the main game though.
There are multiple tabs on the weapons and defense parts screen. Are you sure that you are on the correct tab?
