Try running as administrator. I had similar problems and that cleared it up.

Also, placing agents stops production of the building they are placed on. Some buildings (starports and initial colonies) cant have agents put on them, but as far as I know, all the other buildings are fair game. This makes spies useful in certain situations. Attacking a planet? Place a spy on a farm for one turn and billions starve, making the planet easier to attack. Wanna stop a planet from making ships? Place your spies on their industrial centers and they wont be doing anything on the plane
Im having a minor bug that I was wondering if anybody was having as well. Sometimes whenever I start a new game, my ship build list is empty. Thus, I am unable to build any new ships. A restart fixes this. I am sending in a report now.

You could always use colony ships to spread your pop around too.

Im pretty sure an update to DA gave them some starting ships when they first show up to make them more competative.
Cant forget the fact that the Arceans have better worlds than everybody else. Weather centers combined with Neutral alignment = some pretty nice worlds which can then be piled with economic buildings. My first priority as the Arceans when i play them is get them a market building, and then those are my first priority when improving my new planets. Oooh, so many editors to be released. I also had a question, how exactly does the "Allow Homeless players" button work? Does it mean if a players last planet is taken, they can wander as nomads and take another world (provided they have transports) or is it there to allow events like pirates?
