Hmm. If I remember right, I had barely made first contact with the other races before the UP vote. I did have some armed starbases set up, but at the time all my ship production was going into Constructors.
I was mildly surprised in one game, where the UP voted the Prison on me. Sure enough, the the prisoners rebelled and a couple of pirate ships appeared. What I found odd was I had no military ships at the time, yet they'd gotten some from somewhere.

I ordered Dark Avatar to try and get in on the beta. Since I was doing a financial transaction at the main Stardock site, I used the email account I reserve for business there, which is different than the one I use here. I got the Stardock Central download program, but now it's telling me I need to purchase the expansion, even though I already have a confirmation email for a purchase along with order number and serial number. So what do I need to do to get the download

When I had that happen, I just did a page refresh and it seemed to show the new image desired.

I have the same problem with role playing games, where you have to choose your alignment. Your alignment should be determined by your actions within the game, rather than artificially deciding "I am good" or "I am evil".
One of the problems with declaring yourself Evil is, even the evil ruler can think he's on the side of right. He doesn't think of himself as evil, he's sees himself doing what he's doing for the betterment of his people. Else he's just a psychopath.
Update the game to 1.4, it looks like you're running a 1.3 version. Kryo's the expert though, he may see something else in there.
I got the game earlier this month, so I'm still a novice, and I find myself often playing Large or better galaxies at Normal difficulty with between 5-9 opponents as I experiment with different strategies in developing my empire. One of my favorite things to do in the game is designing my ships to take advantage of enemies' strengths and weaknesses. From a non DA beta person, the mesh looks the same to me, but the textures are completely different, and less cartoony. Maybe he was expecting new meshes or something. Or maybe he just hadn't played regular GC2 recently and didn't do a side by side comparison before making the statement. And maybe his editor didn't send it back to him.

No. I've seen Stardock say it can't be done yet, but can't find any of the appropriate threads. They may be waiting until DA actually goes to retail.
I sometimes use a variation of naval designations (BB for battleship, DD for Destroyer, CV for cruiser, etc), and sometimes use the names of actual vessels for the class designations or 'named' ships of the fleet that have gotten above level 5. I used a similar method back when designing ships in Master of Orion. When you start a new game, look on the right side of the Galaxy Setup menu, there's a box there you can check/uncheck to enable/disable minor races.

In countless science fiction films you'll find a sequence where a badly damaged ship, to avoid eminent capture, activates a self destruct device designed to cause a core breach in the ship's reactor and hopefully take as many of the enemy as possible with it. Perhaps this could be a useful addition to the technology trees, and could add an additional strategic element-- a race destroying its own ship deprives the enemy of the kill.
