I've been a fan of the TW series for a long time, as well, having played all of them. Shogun and Medieval were fun but soooo unstable for me, I never did get rid of the CTD bugs completely... Rome and its expansion, on the other hand, have been totally flawless and I've always been fascinated with the ancient Roman empire, so I really enjoyed it. Most of your suggestions seem to be full fledged minigames within GalCiv2. I highly doubt that the developers are going to try and put in an RTS game *and* a city-building simulator, because GalCiv is a turn based strategy game. Basically if they put both of those options into the game, that's a *lot* less time spent on making the main game. Your ideas sound fun, but are highly impractical from a game developer's point of view.
Wow, that's frusterating and I hope that fifth time was the charm... If you enjoy 4x games, you're in for a treat that I think will make your efforts worth it. Let us know if it turns out to be stable
Also keep in mind that the confirmation/receipt email could have been automatically filtered out by your email provider. Check your junk mail folder if you have one, if not, find out which email address it is sent from and add that to your white list, then request a second receipt and see if that was the problem.

I think that it would be a fun idea and interesting gameplay concept to have vastly different branches of "engineering" technologies, and each race could have an affinity for particular ones. I for one don't like waiting for 7 to be ready when I could start getting the returns on each one as soon as possible... but at the same time, its pretty boring to have to constantly be dealing with constructors to begin with.
