I do this sometimes , It is good to have races at your mercy and toy with them. When I do use this strategy, It usually means I am also building up to take on some of the more powerful AI's. So I leave a few powerful ships close, then I let them rebuild a bit, not enough to make them a threat then crush them again, demand as much as possible for peace and repeat. Why destroy a cash cow.
