I agree with most of what you're saying except for the consequences of what a lose at Midway would have meant. American policy was that the European war took precedent, and nothing at Midway could have changed that. A victory for Japan wouldn't have changed much. Civ wasn't the first 4X computer game. I believe that honour belongs to Reach for the Stars, but someone will probably correct me. I still play the 2000 redo of RFTS from time to time. Starweb is probably the oldest. The first one I played was MegaWars III.

Scripting wouldn't be so bad if they used multiple scripts. That would keep it from being too predictable. Someone used Chess as an example. Even though opening moves are scripted it doesn't play the same opening all the time; there's enough randomness in there to keep it from being too predictable. Easy on a Tiny map - go try it on a gigantic where your opponent has got 30-40 planets spread across 20 sectors. A bigger map doesn't make the game any harder; it just makes the game last longer. With bigger maps, the A.I.'s slow ships are even worse, and gives you even more time to react.

For a good military rating, build ships with all weapons maybe one defense so they can take adavantage of base assist bonuses. For a good military build sensor ships, and make your combat ships faster the enemies. Also make some really fast ships with only one gun (cargo hulls work if you have nothing better) to take out all helpless targets like transports, freighters, unarmed bases, and constructors. Next time, the game will have a dialog that will simply not allow them to play the game until they update their drivers. I would advertise in non-gaming magazines. I'm guessing most game magazine readers have already heard of Gal Civ 2 by now.
