Another reason may possibly be your ram getting too hot. If your system has'nt been cleaned on the inside in a while, go take a air compressor to it and blow out the insides and see if it helps.
Um, Moo2 tactical battles......OH, you mean the click on this ship, then go click on that enemy ship to attack it. yep, lots of tactical know-how needed there. What you are forgetting is that Starforce started this whole issue. After reading what they posted and responded to on their own website, I will never support any game using their technology. They tried to do something underhanded and got busted, now they will end up seeing the results of that mistake.
Actually I have been having better luck using just missles most of the time. I tried making combined class ships, then went to the other types of weapons, after all that, the missles seem to be the most effective in battles.

Are you running any other applications in the background, if so turn them off for the game time. Another thing increasing your pagefile is good, but make it static ie: say 768mb would be nice, so it would be minimum size = 768 and max size = 768, this will keep the swapfile from constantly resizing all the time.
Wow, 6 years old, just replace the whole thing. It's not even worth money upgrading that. These days for $300 - $400 you can get a decent "base" model from dell. Don't waste your money upgrading that one. If it really is 6 years old, you already need a new motherboard.
Before I patched to the latest update, I think the left and right arrows controlled a "master zoom" or something like that. After the patch it has no effect anymore.
What gets me is that when a new race comes into existance halfway through the game and I try to trade with them they already have all the techs I have, how'd they do that???????

Try leaving the ship on the starbase in sentry mode, that way it'll wake up when a ship gets in sensor range.
After the patch I have yet to see any crashes.
My guess is the video card, with a 3+ gig system and 2 gig of ram, me thinks your weak link would be the card. In fact that card is probably slowing your performance down a little. The only other thing would be a driver issue. I'm guessing that since you only have 128 mb on the video card it's an older model.

I'd like to see when the projects/ships completed list pops up, instead of having to hit goto, how about just being able to double click on the event to take you there, much less mouse work. Also when in the planet screen it's hard to tell what ship your launching, as the little pop up balloons describing the ship don't really work that well. Those 2 would solve most of my gripes. Oh, one more I just thought of, when your in the starport screen, an

+1 on the MOM remake, heck I still load that one up every now a then. Although it's getting tougher to run on newer systems.
You need to check your economics, see that you have funds going into military. If you have none allocated or a negative income, ships won't be built. If he did'nt have spaceports he would not even have the option of building a ship.
