Fleet manager = attempting to defeat the attacker Multiple defenders with no fleet manager = slowing down the attacker The big difference is whether or not you have a mobile defense force that can move in to relieve your planet. If you don't, then your non-fleet-manager-planet is screwed. In either case, as people have pointed out, it's much much better to have fleets that can attack the enemy

also, I just noticed you said you were using the cheat to create Battleships and using them to scout... but, if you're really concerned about this, it would make more sense to use the cheat that just reveals the entire map. I can't remember for sure what it is... ctrl+W I think?

yeah, someone made this accusation a while ago. After that, I did go back and started a game on a huge galaxy with rare abundant planets, and set the cheat code so I could see the entire galaxy, then just kept hitting the turn button. I recently played a game where I built nothing but tiny and small ships the entire game, and they never left the orbit of my planets. It helps if you have a good diplomacy skill. I would say the biggest advantage to building the smaller ships is, as someone already mentioned, the ability to overwhelm the opponent. Maintenance costs aside, if you have enough planets, it's a lot easier to pump out ship after ship if they're small. Especially if you're behind in military techs, I'd say this is the best way to hold off a more advanced enemy--build military starbases if you can, and throw wave after wave of small ships f

missiles do more damage or, more specifically... whereas Laser 1 adds 1 point of laser offense to your ship and takes less room than missiles, the first level of Missiles adds 2 points of missile offense to your ship, but takes up more room than the equivalent laser or mass driver tech.

and while you're at it, I've noticed that none of the planets are revolving around their respective suns... could you guys please add that in a future expansion, and be sure to make it so that all the orbits are appropriately elliptical. and none of the planets are rotating around an axis that is appropriately tilted. it sounds like you're zoomed out... when you zoom out to a certain distance, the map changes to icon representation, allowing you to play it like a boardgame, or to just get an overall strategic view of the galaxy. Try zooming the map in further.

Yeah, just decommission any extra farms on planets that have too many people. All the corpses from the starving masses, and the resulting population drop, will make the rest of your people happy. otherwise, you just have to research more effective means of entertainment, lower taxes, or find some morale resources to mine.

Yeah, I've also had some minor races call me up and tell me "I know what you're doing" even though I had no idea where their planet was at the time. Can't say it completely bothers me, since it does seem to fit the personality... the small-fry in the galaxy being paranoid about the military buildup of the major players. which compaign mission is it? I believe in all the campaign missions, you're already allied with the other good civs, and already at war with the evil civs... not sure you can even change that. If you're talking about the "Siege" mission, where you're trying to get the Torians to ally with you, it's part of the overall objective... once you take the planet to complete the mission, in the next map you will automatically be allied with the Tori

also if you use the attachment that flips the hardpoint to the other direction, it literally flips the hardpoint... so, if you place something on it, it will be facing the other direction, but it will also be upside down. If you want to simply rotate a hardpoint 180 degrees, it's better to just use the -90 degree hardpoint modifier.
