AdeliadeBread is right. NATO does have a military tho. NATO has a certain number of military units that it can always call upon in time of need. The units belong to the members states still but respond only to NATO (thus making them 99% NATOs)
About borders, perhaps go another way and have Influence and political borders independent. Political borders would be enforced, but influential wouldn't. Also to had a "twist" you could claim an area of space that is inside your influential borders but outside your political (those are always claimed). Claiming another civ world would ofcourse make them hate you but could perhaps accelerate the revolt of said planet? Or perhaps even just be impossible (I.E.: Impossible to claim space in a peace
Very much probably only in GC3. Except if they decide to include a 3rd expansion with Hotseat which I very much doubt. Thing is, there is many things in the game that don't translate well to Multiplayer and thus, making the game mutliplayer would require even more work than just, you know, adding multiplayer.
I love your ideas. I have some more suggestions if you will. I love the mining base and planet claming thing but I think they should have differents rules when it comes to planetary invasion. Dunno if anyone of you played Europa Universalis 3, but in that game, if you have a colony (wherever), and a nation with which you are at war against send troops there the colony flip automatically (w/o the need for a peace treaty) if you win the combat there, if any, of course. if the race is selected as A.I., your selected bonuses are changed by the A.I. (To reflect the points allowed for according to difficulty levels). So it doesn't really matter, but if you wants to revert them to original, just delete the Customraces files in the Documents\My Games\GC2DarkAvatar folder. It will be called X.customracexml where X is the name given to the race.

Hi, I found a work around! At least for vista. Now before you get your hopes to high, I can't prevent the error from happening, but at least, once it happens, with my "workaround", you can get back in and save/restart or simply continue playing more or less as if nothing happended (i.e.: No artefacts). I you could destroy a black hole so easily, I would be far too easy to destroy entire galaxies. I case you don't know, the black hole cluster at the center of each galaxies is what holds it together and make it spin on itself. Without black holes there would be no galaxies.
