Also, many people who use the Catalyst drivers had to properly re-install the drivers to avoid any issues with the game. Uninstall Catalyst, reboot, Install latest version of Catalyst, reboot. Mayhaps that will help you here....

I think one thing we all tend to forget when applying "constructive criticism" of this game that we love so much is that alot of features are the way they are because of the "fun factor". The developers have done a pretty stand out job at turning a spreadsheet game into a *fun* game that appeals to a pretty wide audience... In order to accomplish that some people are going to be turned off to how "simple" the game may appear on certain fronts.

How about mimic the Ship Upgrade timer function? Say there are a handful of modules required to get a fully functional Terror Star (each, of course, with their own requirements to build, costs to create, etc)... when applied to a (military) starbase, they have a base "construction duration", rand(1,5) weeks...the further you are away from your empire the higher the duration goes... Whenever you copy something, you save it into your systems "clipboard", which is just an imaginary place somewhere deep inside Windows. If you were to highlight some text here, right click, and choose to "copy" it, that is also saved into the clipboard, then you can either right click on the text field and "paste" it, or.... you can use Ctrl+C to copy and Ctrl+V to paste... They've planned all along to release a map editing tool... but all focus is on making the game stable across the board and adding features to it. They have an extremely finite amount of resources (development time) to spend working on the game, so it's hard to justify spending time on a map editing tool when there are some pretty nasty bugs cropping up on weird hardware setups/configurations... you know? How in the hell did Stardock Central destroy your desktop? That seems absurd. At anyrate, SDC has evolved *quite a bit* since then. You really should try it out.
Economic starbases most definitely only apply their bonuses to ships (trade) / planets (production inside their circle of influence.... (mind you these are NOT the economic *resources*, as all resources are global)
Also... it's a game. In the interest of keeping this a *FUN* game all planets will have the same birth rates. It might not make for a bad addition in the future for the different races to have different birth rates...but that is not something to be casually thrown into the game... forgetting the code it might take to implement such a feature, there is a tremendous amount of play testing and balancing necessary. Indeed, starbases are a reactive force. Consider them the light side... they are for Defense and Knowledge ONLY.
You get the tech, but you still have to research the pre-requisites if you wish to advance beyond the tech that you just traded for.
