The new way of grouping technology sounds very good. I do hope that the interface is fixed to allow two prerequisite techs for a tech.
I hope when you stay "streamlining" the tech tree you will make it more interesting. Using the same words with Roman numerals after them is very boring. I liked the GalCiv 1 tech tree MUCH better, for even if it didn't make complete sense, atleast it was much more fun.
I know people like that. When forced to confront them, I repeatedly say "Don't say anything...Don't say anything" to myself, and if it gets really bad, it may be necessay to say that out loud... but quietly.
Sounds pretty cool, but an 8 square radius seems too big for the smaller galaxies or close stars.

Every ship in the game has a speed rating. A speed of 2 means it can move two squares a turn, speed of 3 means three squares per turn, etc. Ion and Impulse drives only boosts a ship's speed by one or two per engine (you can add more than one in the ship designer.) Warp and Hyperwarp drives give three (or four?) speed each, making them superior. It is all one kind of propulsion ingame, you cannot travel with FTL engines and then switch to sublight (or anything of that nature.)

I think I place more priority on the Research resources. Superior technology helps in every facet of the game.
Hull specialization sounds really cool. I think it's possible to mod that in and that's all it would take (right?)
In DA, planets will definitely not be the same with the new planet types and all.
The lights/atmospheres have never worked on my computer, yet on my laptop they work fine. If you have never seen them, then it must be your graphics card (only conclusion I can think of.)
These are good ideas. Hope to see them someday.

Try reinstalling. See if that helps. If not, then it's beyond me.
I'm not sure what exactly you speak of... but I do know that sometimes after making a fleet that fleet is selected, and other times the fleet won't be selected.
Seconded, install seems to go smoothly but when I try to run I get an error message (the "Send Error Report" dialogue).
That's because you are using cargo hulls. They always have 1 hp. Use one of the other hulls.
Happened to me a couple times. Pretty wierd.
In the foreign relations screen, there is a slider that says "Espionage". Move it to something other than zero.
Ships repair at a constant rate, everywhere (except in orbit of a planet? Maybe?). You don't need to be in your territory or close to a planet. I don't think it changes with difficulty level.
