Logistics?

Are initial logistics based on a formula of what each specific races bureaucracy (management) is capable of pulling off combined with their industrial and communications combined with energy capabilites?

Will the custom races be able to have initial logistics capability and will there be a way of upgrading even the standard races logistics by abilties in the beginning of the game?
