Minor Race Star Bases

I don't think I ever remember seeing a Minor consruct a Star Base in GC I. Certianly the minors are a bit more agressive this go around. Thats a good thing. However it would be nice to have the ability to trade tech/bc/ships/etc. to the Minors for these SB that they are constructing. Just like with the Majors.

Thoughts?

The minors are only building starbases because the minor AI isn't written yet, and they're using a major's AI, as I understand it.
