Why do only races that I met join United Planets?

Does it make sense that only the AI races who I have met are allowed into the United Planets? In GalCiv1, it was sort of justified if it was the Humans who founded the UP. However, in GalCiv2, this doesn't really make sense, especially when races that I know are actively interacting with the other races in the game who I don't know yet.

I also saw a post from someone who had the first United Planets vote with only himself on the council. Funny.

Agreed. Come to think if it, there's something I'd like to swipe from Civ3 if there's a positive cost analysis on it. The ability to buy contact with other races from races that do have contact with them. Range obviously isn't an issue, since we can maintain contact after a survey vessel who's crew is in deep sleep passes buy one of their ships.

But if no one knows of the Torians, it's normal they're not in. So those in would be those knowing someone in relation with humans. It would seem like too much micromanagement to permit to "propose XYZ to join the Galactic Council".

I agree with FuzzyMatrix. It would make the most sense if only the humans and those who know the humans are part of the Galactic Council.

And if I'm not playing the humans, I might not be on the UPC? Or is it whoever is in contact with the player race is in the UPC? I don't want the AI to have advantages I don't (except at very high difficulty levels), and likewise (but more so) I don't want to have advantages only because I'm the non-AI player. Not entirely realistic, but I'll still tilt that windmill when I get the chance. I definitely agree that "propose XYZ to join the Galactic Council" is going too far for a new feature this late in the game, that's why I thought it should be a tech requirement.

Well, MoO3 did this. Only the races in contact with the New Altarians were in the Galactic Council (because the New Altarians founded it). If the Humans are the founders in GC2, it would be logically consistant for only races in contact with the Humans to be in the council. The question then becomes... are non-UPC races stuck to the UPC resolutiosn? They shouldn't be, since they aren't a part of the UPC, after all.

Right now, I'd say leave it as it is. The races in contact with the User form the UPC. Maybe in an expansion or in the next edition of GC (GC3!!!!), would be the appropriate place to put that. Add in the "Make contact with Race XYZ" and "Introduce me to Humans" (so you can join the Council). It would be very fitting, considering that you could leave the UPC in GC1.

I agree, but if it's a wonder or anything hard to build, there has to be a benefit to having founded it, otherwise why build it?

It's bonus is obvious. A +10% to galactic influence. Something small, but still worth the tileage.

Now THAT make sense. The wonder is the UPC HQ, and the members are the races in contact with the race that built it. THAT I can live with.

if you give them all a relationship status before you start the game (warm, hostile, whatever) they will all show up. but then they just all declare war, so be ready to fight you way off of your home planet.
