Beta 4 Complaint: Soil Enhancement did not unlock a tile on every planet

I do not like the fact that the Soil Enhancement tech only unlocks a new tile on SOME planets. It should really unlock a tile on EVERY planet. I'm not sure if this is by design, or if it is a bug.

This is by design...some planets just won't be upgradable.

If enough people complain though, I'm sure this can be tweaked...though I think it should be less common.

I've found that the terraformable tiles don't appear until the turn after you research the tech. Very irritating.

But I did find most of my colonies gained a tile in my current game.
