I remember this from the original Galciv. Then (and now too apparently) the whole population of the planet is considered to be soldiers. Just as as soon the invasion is over your troops turn into families and start multiplicating (very fast at the begining ).
And since I cannot group my transports into a fleet, I 've had some very costly invasions.

That would make for some sad and lonely friday nights
And if that's the case I don't want to even wonder how the population grows...
Or only men are counted, in which case it will be Saudi Arabia Galactic Civilization

That's a basic of GC: no mixed planets. Only one race per planet. You see, it's not Star Wars here, and it has it's logic. This doesn(t mean that some alin don't walk (as merchants or tourists) on other races planets. It's just that you won't find a planet with 30% race X, 30% race Y and 40% race Z...

The ground invasions follow that logic and kill all previous occupants. This really is genocide to the core. Or I rather should say Xenocide...

The one pop thing comes from no system of mixed races implemented. Obviously implementing it would be a pain in the butt since each would have different growth rate, different reaction to different events ect. This is also the reasont here are no atmospheres or planet types. GalCiv is a take back to the basics really. You can still own a planet of anotehr race via diplomacy swap or cultural shift but they are converted to your race. As are the populations that join your side during information warfare. GalCiv is advance it some aspects, basic in others. I guess what was considered more important got more dev time. It's not a bad thing (Moo1 was good using pop as troops and same population model with no mixed planets) but maybe one day, perhaps in 3, there will be a push to code advance populations in.

Not to encour the wrath of Cari or other moderators I would liek to point to Space Empires series. Part V will be comign out soon and it has the most advanced population dynamics I think of any other game series out there. You have atmosphere that your people breathe, you can multirace planets or swamp the whole population of a planet for one of another. You also have individual growth rates, and ofcourse terraforming to change the atmospher to one prefered by the dominate species. And ground warfare will be more advanced than part 4, as always you will have difference between troop and pop.

That is disadvantage, not being able to have other races planet.
