Galactic Civilizations II Beta 3A (v0.31) is now available via Stardock
Central on the California and Chicago servers for those who have pre-ordered the
game either standalone or via TotalGaming.net. 
As a side note, we've added the ability to load previously designed ships and
obsolete old ones. This ability will become available once a player has
researched the appropriate technology from the tech tree.
