Survey Ship flag never resets

If you create a ship design that includes a Star Scanner component, the ship design now has the Survey special ability showing. If you remove the Star Scanner component from the design, the Survey special ability stays flagged, even though the required special component has been removed from the design.

I think this bug still exists in Beta 3.
