What's happening to my starports??? After a game reload.

Something very strange is happening to my upgraded star ports after reloading a game (restarted GC2 from the desktop). Some of them seem to be getting rebuilt as basic star ports. If I try to cancel the build I can not schedule a build of an upgraded star port. Also, the icon on the tile associated with the build queue item has changed from an upgraded star port (the icon with a star) to a basic star port (no star).

I reported a similar problem a few weeks back. In my game, if a build order to upgrade from basic starport to Upgraded Starport was in a build queue (for any planet) when the game was saved, then after the reload of that saved game:
a) the upgrade build order is never completed (stuck at 0 weeks left)
the existing basic starport will be destroyed if you delete the upgrade build order
c) if the existing basic starport is removed from the colony, then you can NEVER build another starport on that colony

This is still happening in Beta 3. In fact, it happens to all social improvements that I have researched upgrades for, such as the "factory" upgrade over the "basic factory" improvement. In this iteration, however, it looks like the social projects I have already completed, such as "basic starport" and "basic factory" have been deleted and the work queue has replaced "upgraded star port" with "basic star port" and "factory" with "basic factory"

After taking a snapshot to send in I deleted the incorrect items from the social project queue. The star port and basic factories dissappeared. The factory build options appeared but neither the basic star port nor the upgraded star port option was available.

I have 2 snapshots of this and I am sending them to Cari and Scott.
