It did on GC1. Is it slated for a later Beta? I am finding it very tiresome trying to find that last flaming planet I colonized and which I haven't set up a build queue. At a minimum, when governors are added I will want to at least select a governor for the planet when I colonize it.
(It already does this for captured planets.)
