So, I had alt-tabbed out and then back in to GalCiv 2, when I noticed this weird graphic after scrolling the main map a bit:

When this graphic is near the edge of the screen, it changes into this:

Sorry for the x's, but the forum software doesn't seem to parse these URL's correctly. Obviously I don't know if the alt-tabbing had anything to do with it, but as I said, it happened right after I had alt-tabbed back in.
