Starbase Module Requirement not enforced

If I specify in the XML:

<Module_Requirement>BattleStations</Module_Requirement>

Then the module can be added (to a military starbase at least) without requiring a Battlestations module installed.

Bug or no?

I did a bit of searching and it seems that pre-requisite modules have to come after the module which requires them. So, mystery solved.
