Can not see Allieance Tab in Twilight of the Arnor

Windows XP GC II Ultimate Edition Fresh Intall

I can not see the Alliances option in the negotiation screen under treaties. I researched that option and gave it to other races, yet nothing. Is it a bug? Nobody else seems to have formed alliances, did I disable it for the game maybe?
