Newb question here please.
I get these ethical decisions very often and are they always for the planet only or are they sometimes for the entire civilization?
For example, sometimes there's a hermit and selecting the evil choice gives me +2% research? I presume that is for my entire civ since 2% is nearly irrelevant for a single planet?
How do I tell if the bonus is for the single planet or entire civ?

Almost all of the events are for the planet only-including that 2% research bonus which you saw. That's merely a low "roll" of the dice-the maximum value for that particular event is 20, if I remember correctly (which I can't guarantee), and it is the lowest of the possible research bonus events.
The few events that are civ-wide are rather obvious...miniaturization, soldiering, etc. I don't have the game onhand to reference, but I'm fairly positive that there are no events with civ-wide effects that could be mistaken for planetary effects-for instance, morale is planet-specific, population growth is planet-specific, military/social production is planet-specific, etc. It's only those events that don't have a planet-specific equivalent that are civ-wide.
I think, actually, there was one event that gives a civ-wide research bonus, but it calls it "technology", not "research", and it's only a few points.
