Whenever I vreate a custom map, the only minor race I get is the snathi. Any idea why this keeps happening?

If you don't create enough unclaimed planets for them, you may have a limited number of minor races. How many did you pick on the opening screen?
The fact that it's always the Snathi is probably a coincidence.
