Does the reseach rate affect only the player, or does it apply to every race you include in your game?
I've read through the entire wiki site for galciv, and quite a few others, as well as the 'manual' but can't find a definitive answer. I can't seem to get the search function for this forum to work properly, so please excuse if there's already a topic here that covers this.
