The "break alliance" button does not seem to work for minor races (neither, BTW, does the "trade embargo"). The only way I know to break an alliance with a minor race is to refuse to honor your alliance when another race declares war. This will probably happen eventually to most minors, but if you absolutely must break the alliance this minute, bribe an AI to attack your "ally" and refuse the prompt to honor the alliance.
