Modding Starbases

Greetings:

Is there a way to create and then add or modify existing modules to starbases (Twilight of the Arnor)? I would like to add new or modified modules to an existing starbase but can't figure out how. At first I thought it could be done via the ship component editor but I did not find the existing modules there. Is this something that is hard coded in the game or am I missing something?

its not hard coded  you have to type it the old fashion way just check your data English  folder it should be in there.

There is(or was) also a nifty stand-alone starbase module editor produced by a fellow named MrKorx quite some time ago...... however it has since disappeared along with its maker, and I have been unable to locate any sign of it ever having existed!

(Any tips from anyone as to its whereabouts would be greatly appreciated: this is NOT the same program as GC2IDEII.)
