Ugh I have to agree, the UP is really annoying. If it isn't for the fact that I'd lose the option to trade with other races I'd probably just quit it at the start of each game. The fact is that there are way two few options with the UP and instead of having it be a complex part of the game, (where you have to actually try to work with realistic politics of the galaxy), it's just a simple series of random calculations. Personally I'd love to see some sort of massive update or mod that truely makes the U.P. an important part of the games. (So you actually have to get really involved with the possible political aspects of the game.
This is just my beef with the game though, there are WAY too many arbitrary dice rolls in the game which really break the immersion and destroy the feeling of depths within the game. Like the battles for instance. Instead of doing something like working with firing arcs and actually forcing there to be a truly random element to the game, it's just a very simple question of who has the bigger ships/fleets with more defense and weapons.
Anyway to answer your question, it's very easy to add more UP issues, (just time consuming), but there are certain aspects of the game that are permanently lacking without some sort of major re-write of the game.
