I think it is intended to be funny. The United Planets just voted to send the galaxies' criminals to a prision on a Borg world, where they will doubtless be assimilated, and aid the Borg in their inexorable conquest..

I think the point is the combined vote for Vulcan (29660+32637) is greater than the votes for Borg (34551) and yet still Borg won the vote.
You missed the 34510 voted the player gave for himself. The math is correct, at 64061 for the Borg and 62297 for Vulcan.
That Species 8472 votes for Borg is a bit unusual... they'd rather "purge the galaxy" of them

You'll notice that each species voted for the species that they hate above all else to boot. All that's missing is for the Cardies to vote for Bajor........ (and for the Gorn to do something)
