Wondering if theres something I'm missing or what. I sometimes can't even create or delete a planetary Govenor. Also I try and create a second one for instance I want a basic setup so I create a Basic govenor and set it up (when it works). Then try creating a research, manufacturing, and economy Govenors but it won't let me add anything to new govenors I create where they are all blank for buildings.

Is this a bug or am I missing the obvious or just some detail I don't know about? Its a paid building off my basic build (generally 1 of basic thing besides farm) and then going in manually from there.
