That's not entirely true-morale is the function by which the happiness mechanic, otherwise known as approval, is generated.
One way to think of it is that approval is civ-wide happiness, which is affected by civ-wide morale bonuses as well as planetary morale improvements to generate planetary happiness, at which point it is averaged by population.
However, yes, the "approval" bonus tiles double the bonus given by "morale" buildings (but not morale trade goods, which are civ-wide).
