Can only play Human on a Custom Game in v1.96

I recently reinstalled GalCiv 2 and both expansions using disks w/Serials and have patched them fully with Stardock Central.  I have completed the Arnor campaign.  I am not using any custom mods or the like.

When playing a custom game, I still can not select any race other than human.  Nor can I create a custom race at all, just modify humans. 

Is this a bug? 

Do I need to play through the first two campaigns again?

Any help would be greatly appreciated.

You have a scenerio chosen right now.  Back at the screen for map size and such, look around there on the left.

As for it being a bug.  This question comes up enough that it may be something of a bug in that after playing the campaign a scenerio is chosen by default for a 'sandbox game'.

Ah!  I didn't realize Advanced Start was limited to human.  Now I understand.
