Ownership of space?

In the mini-map, ownership is shown in your color and every other major race color.

I know it has been stated on this forum before that I only own my colonized planets, ships, mines, & starbases within my area of influence in just space in which others see as your empire.

Currently if an influence starbase from another race is place right in the center of my area or something like that, I have no way to tell this intruder to get the hell out of my space! It would also be nice to be able to tell hostile races not enter my borders/space without permission or notice first and allow races that I have a warm relations or higher means of access until told other wise. Freighters would have to find other routes or pay-a-toll.

My current chooses are to let them do it or declare war then blow it out of my space.
